Building Completion Certificate (BCC) Dubai — the regulatory pre-step to the Title Deed
Without a Building Completion Certificate, the Dubai Land Department cannot issue Title Deeds — and without a Title Deed there is no full ownership. For German off-plan buyers, the BCC is therefore the decisive regulatory milestone between the final payment and the actual handover. Anyone who pays the final instalment without checking the BCC status accepts a risk that is difficult to map in DACH contract practice.

Which inspections the BCC requires
Structural inspection of the load-bearing structure by the Building Inspection Section. Fire safety acceptance by Dubai Civil Defence — sprinklers, fire detectors, escape routes, dry riser lines. MEP inspection (Mechanical, Electrical, Plumbing) — DEWA-compliant electrical installation, water, sewage connection. Elevator certification according to the safety regulations of the Building Department. Facade and safety inspection — tightened following lessons learned from historical facade incidents. Final snagging of the common areas by the developer and an independent inspector.
Why the final payment without BCC is an underwriting error
Utility activation with DEWA requires a valid BCC — without BCC, no permanent power contract. District cooling providers (EMPOWER, Tabreed) refuse the capacity charge contract without BCC — see DEWA + EMPOWER Cooling Fee. The Owners Association cannot constitute itself — no service charge approval by RERA — see Mollak / RERA Service Charge Portal. AXD recommendation for German buyers before final payment
Formulate the final instalment trigger in the SPA so that BCC issuance counts as a condition precedent — not merely substantial completion. Request a copy of the BCC or at least an official submission confirmation letter in writing.
