Yes, mandatory. Since Dubai Health Insurance Law 11/2013, all Dubai residents are health-insured; UAE Cabinet Resolution 2025 extends the obligation emirate-wide. Minimum coverage AED 150,000/year. Premiums for Germans aged 40–65 typically AED 7,000–18,000 (EUR 1,700–4,400). German statutory health insurance (GKV) ends upon departure — an awaiting-coverage insurance (Anwartschaftsversicherung) is strongly recommended.
What DHA and MOHAP Specifically Require
The Dubai Health Authority (DHA) has regulated the minimum requirements since 2013 — known as the Essential Benefits Plan (EBP):
- Minimum coverage AED 150,000 per person per year
- Inpatient and outpatient treatment in Dubai
- Emergencies, maternity, child preventive care
- Maximum deductible per treatment: AED 500
- Maximum co-payment: 20% with private providers
Violations are sanctioned under the DHA fine schedule at AED 500 per person per month without insurance. Sponsors (employers, heads of household, self-employed persons) are liable.

GKV Awaiting Coverage — The Most Important Step
Upon departure, German statutory health insurance ends. For the option of returning to GKV (or a change block into PKV with pre-existing conditions), awaiting-coverage insurance is critical:
- Small awaiting coverage (preserving insurability only): approx. EUR 50/month
- Large awaiting coverage (full tariff as if active): EUR 100–150/month
- Without awaiting coverage: waiting periods of up to 5 years for PKV re-entry; GKV membership only via insurance obligation (employment, family insurance)
