What is RERA Dubai? The Real Estate Sector Regulator

RERA (Real Estate Regulatory Agency) is the real estate sector regulator in Dubai, established in 2007 by Law 16/2007 as the regulatory arm of the Dubai Land Department (DLD). RERA licenses developers, brokers and managers, oversees off-plan escrow accounts under Law 8/2007 and regulates tenancy contracts via the Ejari system.

Core Functions

1. Developer Licensing

No developer may market an off-plan project in Dubai without first having applied to RERA for a project licence and opened a dedicated escrow account with an accredited UAE bank (UAE Law 8/2007). The project licence is publicly maintained and viewable via the Dubai REST app.

2. Off-Plan Escrow Supervision

All buyer payments for off-plan units flow into the trust account supervised by RERA. Fund releases occur exclusively on a construction-progress basis, against a certified project manager report. This mechanism is the central buyer protection for DACH investors.

3. Broker Certification (BRN)

Every real estate broker in Dubai requires a BRN (Broker Registration Number) — issued after completed RERA training and examination. Broker commissions are regulated (customarily 2% + 5% VAT), and fiduciary duties towards the client are set out in the RERA Code of Conduct.

4. Tenancy Regulation & Ejari

Every tenancy contract in Dubai must be registered in the Ejari system (Dubai Law 26/2007). The RERA Rental Increase Calculator determines permissible increases upon contract renewal — tiered according to the market deviation of the current rent from the district median.

What RERA is not

RERA does not assess the economic soundness of a project — no construction quality guarantee, no market value guarantee, no yield commitment. RERA ensures structural compliance; the quality of development, location and execution remains an independent investor analysis.
