Real Estate Trustee Office — the DLD branch office where the Title Deed transfer actually takes place
Anyone buying a completed property in Dubai does not hand over on the day of transfer in the main building of the Dubai Land Department — but in a private trustee office. These are licensed extensions of the DLD and carry out the legally binding transfer of ownership in the DLD backend. The model was created in 2011 to relieve the DLD headquarters; today most secondary market transactions run through these roughly 27 offices. For DACH buyers, the trustee process is the only direct interface with the DLD on transfer day — anyone who knows the process avoids same-day delays.

Why trustee offices exist at all
With the boom of the secondary market from 2008, the DLD main center in Deira became a bottleneck. Executive Council Resolution No. 22 of 2011 created the framework for outsourcing to private trustees licensed by the DLD. Today over 80 % of all secondary market transactions run through these offices. Process on transfer day — what actually happens
(1) Appointment booking: buyer's broker and seller's broker agree on trustee location and slot — usually 14 days lead time, payment of the trustee fee typically on the day itself by manager's cheque or card.
(2) Document check: trustee staff check original passports or Emirates IDs, both POAs (if present), the developer's NOC (see NOC obligation), the service charge clearance of the Owners Association, and the manager's cheques (in favor of seller, bank, DLD).
(3) MOU + Form F confirmation: the Memorandum of Understanding (Form F) signed at listing is re-confirmed and uploaded into the DLD system.
(4) Cheque handover and DLD booking: seller's cheque, developer's cheque (for outstanding service charge), DLD cheque (4 % + processing fees) are physically handed over. The trustee books the transaction into the DLD system.
(5) Title Deed issuance: the new electronic Title Deed with the new owner is issued — immediately retrievable by e-mail and in the Dubai REST App. See Title Deed handover.
Duration: 60–90 minutes with complete documents. Incompleteness (missing NOC, service charge outstanding, expired POA apostille) forces postponement — the trustee fee is regularly non-refundable.
Power of Attorney — the frequent DACH stumbling block
POA from Germany requires: German notary → apostille at the regional court (Hague Convention) → UAE consulate attestation in Berlin/Munich → translation into Arabic submitted in Dubai at the MOFA (Ministry of Foreign Affairs). Total processing time: 2–4 weeks for the apostille chain. POA created directly in the UAE at a Dubai notary: 1 day, cost approx. AED 500–800. If the German buyer is in Dubai for a few days, this is often the faster variant. The POA must name the specific property address, the measure (purchase / sale / mortgage) and the authorized person by name — general powers of attorney are not sufficient in the DLD system. Does the trustee office influence legal certainty?
No. The legal transfer of ownership takes place in the DLD system — the trustee office is merely the intake interface. The issued Title Deed is signed by the DLD itself and issued electronically. If a trustee office loses its license, the ownership booked in the DLD system remains unaffected. The choice of trustee is therefore primarily a question of location, availability and service — not of legal certainty. See also RERA as regulator.
